Consultative Meeting on Marriage Act (Amendment) Bill 2026 Held at Samtse College of Education

Samtse College of Education (SCE) hosted a consultative meeting on the Marriage Act (Amendment) Bill 2026 on 11 August 2026, providing a platform for students and faculty members to engage with representatives of the National Council on Bhutan’s marriage laws and the proposed amendments.

The morning session commenced with the gathering of participants, followed by opening and welcome remarks from the host institution. The opening remarks highlighted the importance of strengthening public awareness and understanding of the legal provisions governing marriage in Bhutan. The discussion underscored that greater awareness of the law is essential to help individuals understand their rights, responsibilities and the legal implications associated with marriage.

The Committee Chairperson, Hon. Birendra Chimoria, then delivered the opening remarks, emphasising the significance of the consultative process in gathering perspectives and promoting greater public understanding of the proposed amendments to the Marriage Act.

The Committee Secretary subsequently provided a brief presentation on Bhutan’s marriage legislation and the proposed amendments. Mr Sonam Wangchuk, Research Officer, introduced participants to the historical development of the Marriage Act, tracing its origins to 1980. He also outlined key provisions relating to legal relationships, marriage-related requirements, penalties and compensation. The presentation highlighted the importance of understanding the legal provisions to minimise misconceptions and confusion surrounding marriage-related matters.

The session also drew attention to divorce-related statistics and the need for greater awareness of marriage laws and their implications. The discussion further highlighted the role of teachers in promoting legal literacy among students. As future educators, participants were encouraged to develop an understanding of relevant legislation and to contribute to greater legal awareness within their schools and communities.

The presentation was followed by an open discussion and deliberation session, during which students and faculty members raised questions and shared their views on the Marriage Act and the proposed amendments. Members of the National Council responded to the questions and provided clarification on various legal provisions and issues raised by participants.

The delegation from the National Council comprised Hon. Birendra Chimoria, Committee Chairperson; Hon. Nima Wangdi, Deputy Chairperson; Hon. Ugyen Tshering; Hon. Kelzang Lhendrup; Ongtsel Wangchuk, Legislative Officer; Sonam Wangchuk, Research Officer; and Deki Phuntsho, Driver.

The consultative meeting concluded with closing remarks at noon, followed by a group photograph. The programme provided SCE students and faculty members with an opportunity to engage directly with members of the National Council and deepen their understanding of Bhutan’s marriage laws and the proposed amendments.
