Distance Teacher Education Programme
The In-service B.Ed (P) program through mixed mode was launched in the winter of 1995-96 primarily to provide academic and professional development for the teachers with Primary Teachers’ Certificate (PTC) to the B.Ed Degree level in an inexpensive and flexible way. This confirms the Royal Government’s main concern to improve the quality of the teachers and their education. Through this provision, primary school teachers would be able to undertake the B.Ed Course under a mixed mode of face to face and distance learning. The programme was initially called as the Distance Teacher Education Programme which was a five year programme. With the initiatives of the ministry of education some of the PTC graduates acquired class XII qualification. The PTC graduates without class XII qualification had to undergo two year diploma course to meet equivalent standard of class XII to enroll in the three year B.Ed (P) program. However, with the recommendation of the review of the In-service programme in 2006 the two year diploma program is done away with effect from 2007.
The In-service B.Ed Primary Programme for the past 12 years followed basically the same programme of the Pre-service B.Ed (P) that was a blend of the B.Ed Secondary and Primary Teacher Training Certificate Course. However, some informal accreditation of prior learning were applied to some modules that are similar to the modules studied in the PTC course and other new modules were offered to suit the needs of the experienced teachers. Therefore, the In-service programme structure had been observing certain changes, which were recommended by number of consultancies since its establishment. However, change is the only permanent thing in a dynamic education system. So, keeping in line with the changes in the national education policies, the needs of the society and academic conventions on becoming a part of the Royal University of Bhutan, the programme had major review in 2006 by a team of consultants from the University of New England, Australia. They strongly recommended same award for same course.
